James is a Registered Independent Security Consultant (RISC) and Chartered Manager (CMgr), who formally founded stabilisation.eu in 2007, and has been undertaking pro bono consultancy in stabilisation, safety, and security ever since — in parallel to a successful career in international affairs and diplomacy, including with the OSCE, EU, NATO, OPCW, government, civil society, and the private sector.
James is the Executive Director and Founding Trustee of stabilisation.eu, and continues to be the Principal Expert for all of our activities.
James has a wealth of proven practical experience of managing and leading the delivery of development and stabilisation interventions in disaster and conflict affected states, having worked in the most difficult security and development environments, including both emergency response and long-term programmatic roles.
James possesses diverse deployed field experience including conflict monitoring in Eastern Ukraine, Ebola response management in Sierra Leone, post-conflict programming in Kosovo, election monitoring operations in Ukraine, Kosovo, Turkey, and FYR Macedonia (now known as the Republic of North Macedonia), security and resilience policy in the United Kingdom, as well as humanitarian safety and security management in the refugee crisis in the Mediterranean. Moreover, through his work with stabilisation.eu, James has worked with NGOs operating in Australia, Canada, Greece, Sri Lanka, Kenya, Malawi, New Zealand, Sierra Leone, Tanzania, Uganda, United States, United Kingdom, and much more.
James is also the Executive Director of the International Foundation for Safety and Security in Elections (IFSSE).

Honours and Awards: Over the years, James has received countless awards, fellowships, and honours for bravery, as well as his international efforts operating in conflict, disaster, and development settings with charities and international organisations. The following are a selection of key honours he has received in recent years:
In July 2019, the Chartered Management Institute (CMI) appointed James as a Chartered Manager (CMgr), the highest professional status within management.
In July 2019, James was awarded the Badge of the Order of the League of Mercy, an honour officially listed in the London Gazette. The medal is in honour of James’ dedication in the provision of services to international charity, through his tireless efforts with stabilisation.eu in providing free-of-charge professional safety and security advice to civil society organisations across the globe (see Press Release). The League of Mercy was established by Royal Charter on 30 March 1899, and re-established 100 year's later as a charity registered in England on 30 March 1999.
In August 2019, the Royal Humane Society awarded James both the ‘Testimonial on Parchment’ for bravery in saving the life of another, and the ‘Resuscitation Certificate’ for successful resuscitation of a lifeless person. Both are honours awarded by the Royal Humane Society, on behalf of Her Majesty the Queen, in recognition of when someone has put themselves in grave danger to save, or attempt to save, someone else.
In June 2019, James was unanimously elected as a Fellow of the Chartered International Institute of Security and Crisis Management (FCiiSCM), in recognition of his extensive, senior security and crisis management experience.
In May 2019, James was elected as Fellow of the Chartered Management Institute (FCMI) for his “demonstrated commitment to the highest standards in management practice” over the preceding 12 years. In the same month, James became Fellow of the Institute of Paralegals (FInstPa) in honour of his work as Executive Director of stabilisation.eu, as a senior consultant to civil society, and as a senior manager in international organisations, over the preceding decade.
In February 2019, James was elected as a Fellow of the International Institute of Risk and Safety Management (FIIRSM) in honour of his extensive professional experience in risk and safety leadership in international stabilisation operations and for charities in development and disaster environments.
In January 2019, James became the first person to ever be appointed as a Lifetime Member of the UK Association of Security Consultants (ASC), and at the same time was appointed as the youngest-ever Registered Independent Security Consultant (RISC) by the ASC. In the same month, he became the first-ever Fellow of the Register of Humanitarian and Stabilisation Professionals (FRoHSP), the highest honour bestowed by the RoHSP, for services to international stabilisation and security.
In November 2018, James became one of the youngest ever Liverymen (highest grade of Livery Company membership) of the Worshipful Company of Security Professionals (WCoSP), after being dressed in the livery at a ceremony in the City of London.
In October 2018, James was unanimously elected as Fellow of the Institute of Leadership and Management (FInstLM), the highest grade of membership of the Institute, reserved solely for senior managers with a proven track record of successful leadership ability.
In 2018, James was entered to the Register of Certified Technical Security Professionals (CTSP) in recognition of his consultancy experience, and was the youngest person to date to have the CTSP title.
In 2017, James was awarded Freedom of the City of London, as a “citizen and security professional of London”. The same year, he was unanimously elected as a Fellow of the Institute of Civil Protection and Emergency Management (FICPEM), in recognition of his extensive international emergency management and stabilisation experience.
In March 2017, James was unanimously elected as Fellow of the Institute of Administrative Management (FInstAM), the highest grade of membership of the IAM, in recognition of his strategic leadership in international organisations as well as through his charitable work as the Executive Director of stabilisation.eu and with numerous other civil society organisations.
In 2016, James was awarded Her Majesty’s Ebola Medal for Service in West Africa, for his voluntary charitable work in Sierra Leone during the Ebola virus epidemic. For his work in the Balkans over several years, he was also awarded the NATO Non-Article 5 Medal with 'Balkans' clasp, and the United Nations Interim Administration Mission in Kosovo (UNMIK) Medal with numeral '4'. Also in 2016, James was awarded Freedom of the Worshipful Company of Security Professionals (WCoSP).
In 2015, James was made the youngest-ever Registered Risk Practitioner (RRP) by Alarm UK, the public risk management association of the United Kingdom, in honour and recognition of his extensive experience and higher education in the field of risk management. The same year, he won the “Outstanding Achievement in Security Award” from Buckinghamshire New University, UK.
In 2014, James was unanimously elected as a Fellow of the Royal Geographical Society (FRGS) for his work on human geography and human security. Prior to this, James received numerous awards for his voluntary and professional work, including from the UK and Scottish Governments, as well as for academic excellence – such as the “Security Sector Management Award” at the MOD Defence Academy of the United Kingdom in 2012.
